what cause car to be very wooble and making winning noise

at night time when i turn my car on it makes a whinning noise it sounds like the fan but it only does it at night time and not all the time and my car has been very woobling alot the tire pressure is ok but it stil feels like the tires

it may be the alternator for the noise.

the woobling may be a bad belt in a tire.
