can my smog pump cause a loud squelling noise?

my radiator and serpentine belt were changed and now this loud sqealling noise is there the belt is tight enough but it sounds like its comming from my smog pump

Remove the belt and spin all belt driven accessories. See if any are binding or hard to turn.
