whats causes o/d off light to flash in a 95 mazda 626 w 2.0l engine.

That means that the Transmission Control Module has recognized a malfunction much like the check engine light but for the transmission specifically. It requires more specialized equipment to read it that just a code reader so i suggest a reputable trans shop to help diagnose it for you.
