1995 Mazda 626 failed emissions on a smog test

I have a 1995 Mazda 626 5spd, my problem is that I went and had a smog test done and it didn't pass emissions...Ive changed plugs,plug wires,new distributor,rotor and cap,fuel and air filter,and they said the timing was perfect..What could be wrong???

What did it failed on the 5 gas reading?

The first test it failed on the HC(PPM) it measured 293 at 15mph,it said in the results at 15mph, Gross Polluter and at 20 mph, failed.I re-timed,adjusted idle,and changed spark plug wires...Well the second test the HC(PPM) was 230@15mph,161@20mph;the CO% was 0.60@15mph;and NO(PPM) was 1612@15mph,and 914@20mph. Results was Fail/Fail.. The first test seemed to be better than the second..
I hope this makes sense..I appreciate any advice on what to do...I have no idea..its driving me crazy..
