I changed the tire twice but each tire I put on becomes flat. What could it be? Put on new rim and tire both times

The only thing left is the valve stem itself.Have you tried spraying soapy water all over the tire and rim?Or a dunk tank?

No I haven't. I don't even know what a valve stem is

I would try soapy water in a spray bottle and a dunk tank looking for the leak.Also the valve stem is where you put air in the tire.
