95 Lexus ES 300 and car sways side to side when driving steering has lots of play. Was told it was the rack and pinion since I had a power steering leak on the rack. Will the lower A arm and bushing have anything to cause this mechanic said it needs to be replaced?

Any defective control arms bushes and worn steering linkages can cause the vehicle to wander.
A loose steering rack can be adjusted but if linkages are worn, they have to be replaced.
