Hey guys,I have a 1994 lexus es300. The O/D light flashes continually what should I do?

Hey guys,I have a 1994 lexus es300. The O/D light flashes continually and when I go over 40 mph the car engine revs alot and rpms go up over 2000. Also the car would downshift when i am speeding up. I went to pepboys and they said replace the vehicel speed sensor. Did that and it stopped downshifting when i sped up but still struggled after 40 mph. The Lexus dealership told me to get a new pcm and suggesting replacing the dash panel too.., they said the transmission mechanically was ok. Do you think the dealership is right?

If the light is flashing, there should be a trouble code stored in the computer. Have the computer scanned to identify where the problem is coming from.
