1995 Land Rover Discovery starting the engine

when i turn the key i have power, but no startup...it happens intermittently, it seems more so in the winter.With the key in the on position, I end up crawling underneath and jumping the starter and solenoid with screwdriver, and she starts up and runs well. What is causing this?

check the starter relay and if you have anti theft try resetting it, if no manual look online. also check fuses under hood.
