1995 Jeep Wrangler transmission not down shifting properly

When coming to a stop when the trans shift down from 2nd the motor revs down and almost dies but as soon as the shift to 1st catches the motor revs right back up and all is good. This happens when slowing for a turn also. If the motor is in 1st when I stop then there is no problem. I have checked fluid - it was high so I drained it to correct level and still have the problem. What can be causing this prob and are there any easy fix solutions such as an additive or something like that?

MAYBE TAKE THIS THANG OFF AND CLEAN IT WITH THROTTLE BODY CLEANER? INSIDE THE HOLE TOO!

WHILE YOU ARE AT IT, CLEAN BOTH SIDES OF YOUR THROTTLE PLATE (ACTUATE IT BY HAND TO SEE THE OTHER SIDE)

IF I'M WRONG, YOU ARE OUT A CAN A CLEANER

Hi guys. Excuse me for butting in but it sounds like you have a low idle speed problem. Why are you looking at the transmission? Also, did you check the fluid level with the engine running or off? If you did it with the engine off, the level is going to be real high. It has to be checked with the engine running.

For the low idle speed, if the battery was recently disconnected or run dead, the Engine Computer will have lost its memory and will have to relearn "minimum throttle" before it will know when it has to be in control of idle speed. To meet the conditions for the relearn to take place, drive at highway speed with the engine warmed up, then coast for at least seven seconds without touching the pedals.
