1995 Jeep Grand Cherokee Failed saftey and emissions

I failed saftey and emissions because:
1- vehicles breather is unattached to recieving line on the rear side of valve cover.
Can't I just reattach it myself? Where is it located?
2- emergency brake does not hold its own weight.
How much would that cost?

Yes you can just re-attach the hose located at the air filter top side of the engine, it should be obvious, let me know if you cant find, on the brake problem you could need rear brakes about 140 to 160 $, or then could just need adjusting.
