I've got a 95 Jaguar xj6 with a 4.0 acts like it has a rev limiter

It stumbles badly just before it shifts. It acts like it has a governor or rev limiter on it. I replaced the plugs, they were all ash white and showed no signs of miss firing. I replaced the fuel filter on the frame, but not in the tank. When it really acts up, it smells like burnt gunpowder. Once it changes, it runs perfectly.

Same answer as the other site. Have the Converters tested for restriction.
