Hi,
as you must be aware that Civic 1995 comes with auto choke function, its means it enhance its RMP automatically in cold weather till 2.5 or 3 x 1000 and when engine temperature comes at normal RMP automatically comes on normal,

Can we reduce the choke time ( i.E normally its takes 5 to 7 minutes)?
What should be the ideal RMP for Honda Civic 1995 in natural parking condition for manual transmission?

And how to check if the gasket leakage

Head gasket leaks would results in oil lealking between the head and block, have overheating and coolant losses issues with possible contaminations of engine oil with coolant or coolant contaminations with oil.

Cold start rpm need not be 2.5 to 3 k rpm. Most often a 2k rpm should be sufficient. Check the cold start valve, known as Fast Idle Thermal Valve (FITV), located under the throttle body. Quite often the valve works itself loose due to a bad O ring. This would increase the cold start rpm.

For cold start to drop to normal after 6 or 7 minutes is normal if weather is cold. Ensure the coolant hoses are not clogged and coolant level is correct in radiator.
