My 1995 honda civic idle starts to bounce around 1500 RPM or when trying to drive steady at 30-40MPH. the CEL says Idle air control valve and intake air temperature sensor but have replaced both and it still does it

Have you checked for vacuum leaks? What happens at 30 to 40 MPH?
