front differential won't lock in?

i changed out the actuator and it still doesn't lock in. the front drive shaft spins when its in 4x4 but nothin happens. the oil doesn't have any metal in it and i didn't hear any noises before it quit working.

If there is a vacuum control to the transfer case, make sure it is receiving vacuum. If it's electronically controlled, make sure the controller has power and is passing the proper signal.

its electric. i checked the voltage to the actuator and its gettin power. i tried to pushing the shift fork by hand and it only moves like 1/4 of an inch.
