is the water pump pulley supposed to move freely

the serpentine belt was melted and broke off in my moms van there was squaking noise it was making before this happened the smoke in the van when it finally happened. I went and looked at all the pulleys and all turn freely except the crankshaft pulley which I am aware doesn't move freely and the water pump pulley. So do I need to replace this pulley?

no, it sounds like the water pump seized up. the pump will have to be replaced
