I own a 95 F150, it has 15inch tires and rims, will 17inch tires and rims from a newer F150 fit?

Anything is possible; however, we only recommend direct fit parts. If you change the tire size, try to keep the tire's outside diameter as close to the OEM size as you can. It will affect the speedometer if there is a big enough change.
