the car turns over but it won't start. I have a full tank of gas and the battery is good. Seem like it getting fuel but it just doesn't fire up. Tested both power plugs that connect to the coil packs and both are receiving power, but when I tested the coil packs they didn't have any power or creating any spark.
I connected a Data Link Reader(OBD II) to the car and pressed the read button & it said "no codes"
Then I disconnected the plug that connects to the the coil packs. Then when I pressed the read button it still said "no codes"
I plugged the ODB II to a different car & it read the codes for that car, so I know my OBD II is working?

I would look to make sure the crank angle sensor is sending signal to the coil packs first .

Then go to the coil pack and or ignition modual(s)

If your car has the 4.6 liter with the plastic intake.
Keep close watch on loosing coolant.

Those intakes crack many times from the water ports over to the air passages and will hydro lock the motor.

If a large amount of water gets on top of the piston, the crank wont be able to turn over , and you will have to pull a spark plug to blow the water out then replace the intake.
