Electric radiator fan on 1995 CougarXR7 moves freely by hand but does not operate with the motor running

is the car overheating? fan is only supposed to run when commanded by ect sensor at approx 195+ degrees F, or when air conditioner compressor is activated, with that being said another consideration would be to check pcm for stored codes... if the fan is not working properly you should have fan curcuit codes or overtemp codes, good luck
