I here it begin to start but it want. The previous owner said it may be a spark plug issue and it appeear to have liquid on them

Is the liquid on the spark plugs gas? Have you checked to see if they are getting spark?

No idk what the liquid was someone said put wd40 on it to dry it up

No, WD40 is an oil. It won't dry anything. Oil doesn't evaporate. I need you to get a good spark plug and check to see if you are getting spark.
