truck pulls to the left after turning left and right after turning right. wheel also strugles to turn back last quarter turn. power steering fluid at correct level

This is called "memory steer" and is caused by a tight steering or suspension part, usually the lower ball joints. If you can't identify which part by telltale rust, disconnect one of the outer tie rod ends with the front end jacked up, then see which front wheel you can't turn easily by hand.
