Speeedometer needle started jumping at 45 mph and get worse as spped inctreases. What is cause; speedo head or speed sender locked where?

disconnect the speedometer from the transmission and use an electric drill to spin the cable. either you or an assistant can watch what happens at 45 mph. it it still bounces, you've narrowed it down to either a bad cable (usually can hear it making a stratching noise) or the speedometer head.
