car wont start

Need to change the fuel pressure regulator on my 95 Eagle Vision Tsi...ran through flood water and can't get the car to start, been 2 wks,,,keeps flooding

NOTE: Tag injector electrical connectors for proper cylinder identification.

NOTE: Fuel system pressure must be released prior to any service of fuel injection components.
REMOVAL
Disconnect negative battery cable, and remove fuel tank cap.
Bleed off fuel pressure.
Remove regulator vacuum supply hose.
Fuel Pressure Regulator 3.3L
Remove regulator hold down clamp screw.
Fuel Pressure Regulator Removal
Using a thin flat screwdriver, pry regulator out of fuel rail. (do not use excessive force).

Remove O-rings from regulator.
