1-2, 2-3 upshift very quik and very close together and n0 4th gear

there is a cable that runs from the throttle body to the trans. there is an adjustment on the cable at the throttle body. it sounds like it needs to be adjusted

i adjusted it every way but loose no change

i replaced shift cable shift points are better 1-2, 2-3 still no overdrive. overdrive lite on dash should be off to achieve overdrive. the rpms are very high 40mph 3.5 grand. i took a voltage reading at tps reading .619 reading should be .89 to 1.20, unplugged tps took resistance reading from 4.0 to 0 ohms. coolant temp sensor good, overdrive solenoid is getting power to the sol. and thur the sol..will a tps cause no 4th gear?
