I have a 1995 dodge neon I was driving it and all the sudden it started smoking from the steering column the blinkers stopped working and the ac stopped working.I checked the turn signal switch and it was not burnt and I also checked continuity in the switch and it all checked out

Suspect overheated contacts in the ignition switch. Look also for overheated terminals and a melted connector. I can describe the procedure for the repair but you'll also want to replace the switch assembly.
