Dakota engine backfiring

1995 Dodge Dakota Pickup. Backfiring from the manifold and the tailpipe when foot is taken off the gas pedal. Blew out the muffler and y-pipe. What can we fix to correct this before replacing the exhaust system?

Start by checking out the air injection system-could be the check and diverter valve
