1995 Chrysler New Yorker Lost Instruments Tack Speed Temp Fuel Gauge

Lost instruments (tack, speed, temp, fuel gauge,), seats won't adjust and windows won't come down, we have checked all fuses under dash and hood, what else could it be and how can we fix it? Also the ac/heater fan won't shut off (stuck on high). We have lights, horn and interior lights and it changes gears.

sounds like a fusible link may have broken. they are on the left fender under the hood by the battery. if it is the case, they burn out for a reason and the reason needs to be found or it will blow again.
