when changing the plugs and wires and cap and rotor on a 1995 chrysler cirrus is there a certain torx needed ... also does the phlem gasket need to be lubed when it is replaced

Just don the plugs up firm, you do not have to lay into them, i am unsure about what gasket you are referring to, but normally you assemble any gasket clean and dry.
