1995 Chevrolet Truck trouble starting the engine

Regardless of whether the engine is cold or hot I have difficulty starting the engine on the first try, sometimes it starts but flutters and I have to retry and it starts the second try and remains running. What can I do to try and solve the issue?

Have fuel pressure checked and see if it is adequate and that it holds pressure. If it does not hold pressure then most likely it is the spider junction leaking. Have fuel pump checked as well.
