I have tried everything and disconnected all wires but it's still wedged and won't drop

Underseals tend act link adhesives and would result in the tank sticking to the underbody and requires some prying to loosen the tank.
Be careful not to damage the tank while prying, unless you are planning to replace it.

I am now having problems releasing wires on top of fuel tank. There is no Locking tab.

When dirt accumulates at the connector, it can be difficult to relesa the locking tab. Try cleaning the connector first. Compressed air would be ideal, a tooth brush works fine with some spurts of WD-40.

Cut the stupid wires then do a harness repair later.
