Cigarette lighter shorted. Lighter & horn must be connected some way

Probably a blown fuse.

Replace the fuse. cig/horn do use the same fuse.

Rivermikerat was here first. I try not to post on other people, but, sometimes it happens. Did you check for voltage at the fuse? Use voltage tester.
