Do I have to have a catilac converter on my 1995 camaro?

when I barley touch the gas paddle the car rides ok but when I put too much pressure on the gas paddle the car slows down and acts like it wants to cut off. Also in the morning when its cold the car is hard to start and I already gave it a tune-up.

Yes it came with one from GM have fuel pressure tested
