The Ac will be running and all of a sudden it it quits blowing out air the motor is still on but no air is coming out it also makes this water splashing sound

As far as the water noise, there is a drain for the AC. It may be plugged. If you open the hood and look along the passenger side of the firewall, you should see a black rubber hose that is pointing toward the ground. Check to make sure it isn't plugged.

Now for the air stopping issue, you must have a vent door closing off the air flow. I realize this is most likely an S-10 blazer, but need to know for sure. They actually made full size blazers with this engine.

I have attached a schematic of the vacuum system for the HVAC system. Start by checking to make sure the supply from the engine is good.
