1995 CHEVY BERETTA, THE CATALYTIC CONVERTER CAME APART FROM THE REST OF THE EXHAUST UNDER THE MIDDLE OF THE THE CAR, CAN THIS BE FIXED?

Yeah, you can fix it. Just look at it and see what happened. If something rusted and fell apart, you have to replace the part. A muffler-shop can probably fix it for you. If the exhaust is dragging the ground, either take it off or tie it up with a piece of wire so you can get it to the shop. Safety is your responsibility, you don't want that falling off or down while driving.
