need help taking off or a picture or digram.the control panel

Instrument panel cluster is what it is referred to as. To access and remove it, you need to remove the upper dash pad. In order to remove the dash pad, you remove all of the dash outlet vent grilles, and behind each one there is a screw that attaches to the pad. Also under the defroster grille, I believe there is three or four screws. Once you remove the upper pad, I believe there is a couple screws and wire connectors to the IPC, and then it lifts up and out.

Disconnect battery ground cable.
Pull fuses A-5-IPC and B5-IPC from rear compartment fuse panel, pull fuse A3-IGN1 from engine compartment fuse panel.
Using a small flat bladed screwdriver, pry defroster grill upward off of instrument panel upper trim panel, Fig. 17.
Remove sunload and headlamp auto control sensors from defroster grill.
Remove three upper trim panel attaching screws through defroster grill opening.
Remove heat and A/C vents from front of instrument panel.
Remove four upper trim panel attaching screws through vent openings.
Remove upper trim panel from instrument panel.
Disconnect electrical connectors from top of instrument cluster.
Remove four instrument cluster retaining screws.
Raise instrument cluster, then remove two PRNDL mechanism attaching screws.
Reverse procedure to install.

when you replace instrument panel cluster with a another one.does it have to be reprogram to start

when you replace the speedo head assy.you remove the cluster disassemable and install the head.the fuel and a/c panels are ok right?

Yes it has to be programmed with the theft password.
