Turn the key on for about 3 seconds and then turn it off. do this about 5-7 times. this allows the fuel pump to pressurize the fuel lines so that the engine can get gas and start.
If this doesn't work well have to diagnose a possible fuel pump problem.

no you may have locked up the fuel pump as it gets it lubrication form gasoline. try hitting tank on bottom with eitehr a rubber hammer or palm of your hand and see if it will start then, but no gaurantee of how long it will last.
