depending on how long the engine has been running and ambient temp, how cold is it there?

It is really not a must that your radiators be hot even upon use for a long time. It all depends on the type of radiator you are using as well as the compatibility with the machine you are using. Moreover, you need consider the fact that relationship between exhaust systems and your engine also matters and can contribute to the same or not contribute..
