Buying a 95 buick broadcaster was told by the owner that the horn heat and fuel gage don't work. How big of a issue is this to fix

horn could be a wiring issue, relay or a bad horn. heat cold be an actuator or something else as no heat is pretty vague. fuel gauge could either be a gauge a short or the sending unit in tank.
