Why won't column shifter Move out of the park position?

My column shifter is stuck in the park position. Also my tilt steering wheel won't lock in any of the three positions and is very loose.I am able to to start the car and the brake lights are working but not able to shift into any other gear. Is part of my problem the transmission?

No, problem is not transmission. Your steering columb is coming a part cause of loose screws internally. This is likely messing with your shift lever since it has safety features.

What is the solution for this? Should I get someone to replace steering column? What would this cost?

I'm sure it's repairable. I've done a few but not that year or vehicle. It's fairly common so the repair should not be more than $100.
