1995 Buick Riviera Highway Speeds Transmission Shifting Into Overdrive Gear M

At highway speeds my transmission is not shifting into overdrive gear so I'm running at 2700 rpm rather than 1800 rpm. Had same issue with last transmission also. Any ideas?
