I have a 1995 Buick Park Ave the wiper motor runs but doesn't spin the drive for the wiper arm linkage, all gears inside are fine, no broken teeth. Cog spins around but drive for linkage doesn't engage. Replaced motor but didn't solve problem, had to swap electronics off old motor to new one. They looked fine and had no burnt smell.

There has to be something wrong with the linkage. If the motor is running, check to make sure there is nothing loose or coming apart where the motor and linkage mount together.

Turns out it was the wiring harness pigtail. It was powering the motor to move the wipers up and down in the "park" position but not powering the relay to engage the gear that divers the linkage to wipe the arms across the windshield. Confusing? Yes. A pain in the.
