vent blows out from top at the bottom of front window temp only changes on the wheel , no lights or anything on the air its self i think its stuck on

This doesn't sound like a vehicle I'd buy unless it was exceedingly cheap. Electrical problems can be childishly easy, or they can lead you on wild goose chases for days on end and cost hundreds of dollars to try and fix.
