The car is a 1987 325is with a 95 m50 swap. I did not perform the swap and bought it with this issue. The current things that have been replaced are Mass air flow, intake hose, ICV 2 times and supposedly vacuum lines were checked. The person I bought it from says that his mechanic was 95% sure it was because of the 02 sensor. I find it hard to belive that it would surge from 800rpm to 2500rpm only while not moving because of that though. I am stumped and would appreciate the help!

There is something in the ICV or there is a vacuum leak

I meant the ICV driver
might try smoke testing the intake for leaks
might try another DME too
I will repost if I can think of anything else
