1995 Bmw 325i Turned Ignition Switch Off Position Removed Key Car Still

I turned my ignition switch to off position and removed the key. Car was still running. I choked out engine. Without the key in, the dash lights remained on. I re-inserted the key and the ignition switch woul;d not turn at all. What are possible issues and fix? Thx

The steering column will need to be removed to access the lock mechanism, it is internally broken and will require replacement, a common issue with E36
