1995 Acura Legend 95 Overheating

I have 95 acura legend that is overheating. It has a brand new radiator, and thermostat. When I run the vehicle without the thermostat it doesn't overheat, but with it installed it does. This is the second thermostat we have used and have gotten the same result. It is the correct thermostat as well. My question is what could be causing the overheating while the thermostat is installed? We have double checked that it is placed correctly. (Not backwards or upside down)

Does it overheat anywhere? For example, it is only in town driving or does it do it on the highway when you are moving?
