I got a 1994 Golf VW Diesel, it looks like the brake is slipping. When I want stop the car, I have to push the brake pedal very hard to let it stop, it looks like the brake is slipping, I tried comparing it with my other 1995 Golf CL gas and the stopping distance is almost twice. and besides that the '95 CL braking effort is less than that of the '94 GL Diesel.

Check the vacuum hose from the engine to the power brake booster for leaks. If it is good, you need to check if the booster is holding vacuum. If it isn't, it needs replaced. Basically, it sounds like you are running manual brakes (no power assist).
