Toyota overheating

Toyota Tercel 1994 overheating. Coolant and radiator full with no leaking. I havent checked hoses yet. After snowstorm no coolant but filled it full. what could it be?

Check the thermostat is working, you can boil it up in a pot on the stove to see if it is opening, have the radiator flushed and check that the cooing fan is turning on and get a cooling system pressure test done, start here.
