Toyota Tercel 95 THROTTLE VALVE CABLE

I HAVE 95 TERCEL DLX DO THROTTLE VALVE CABLES WEAR OUT. I HAVE IT A TIGHTENED ALL THE WAY OUT AND CAN'T GET IT TO 1MM AS PER DEALER SPECS(REPAIR MANUAL).

IT SHIFTS INCORRECTLY @ 21MPH THAN @ 41 MPH COULD THE CABLE BE WORN OUT.

Cables do not wear out. They can go out of adjustment due to bad cable housings or a stuck throttle valve. They can lengthen due to some of the cable strands breaking.
