1994 Toyota Pickup 22 Re Engine Idling Rough Running Rich Gets About 13 Miles

My 22-RE engine is idling rough, it is running rich, it gets about 13 miles per gallon (it's supposed to get around 25 give or take) and the vacuum hoses don't look quite right. Could the hoses cause those problems, if not what other problems could those cause later down the line? What are the main problems that can lead to low mileage, rough idle, and running rich, in a 22-RE engine, and what could I possibly do to fix them? Any information helps.
