1994 Toyota Camry Car Takes Off Extremely Slow Rpms Way Won T Past 10mph

The car takes off extremely slow. Rpms go way up and the car won't go past 10mph. It pushes like it wants to move but it doesn't. I can go as fast as I want in reverse though. What do you think it is? I was told shift solenoids.????

Slipping transmission possibly but a defiant internal problem.
