1994 Toyota Camry brakes,master cylinder, booster

I recently replaced master cylinder, everthing seemed fine for a while then brakes seemed low and spongy, i bled brakes,again and had a good pedal, but when i start the car, the pedal goes to the floor, is air still in system or is there an issue with brake booster or master cylinder?

probably still air in system if master wasn't prebled prior to install that is why
